School Health & Safety Survey
The Montana Department of Public Health and Human Services is
proposing changes to existing health and safety rules for schools
, with the addition of some new rules that will have a direct impact on schools. Your feedback on this important survey will help the Montana Office of Public Instruction understand the implications these rules will have on the operations within schools across Montana. Your responses to the survey below will help inform the comments that the OPI submits into the record but each district should also submit their own comments into the official record by emailing dphhslegal@mt.gov by September 16th. Thank you for taking the time to respond.
1. Please indicate which of the following policies, procedures, protocols, plans, or inspection processes your school district does NOT already have within your district that you would need to create and adopt to adhere to the proposed rules:
Annual Ventilation system checks to ensure they are operating within manufacturer parameters
Protocol on how to seal school building to outside air during poor air quality
Schools with science, shop, or art labs have a Chemical Hygiene Plan conducted by a designated Chemical Hygiene Officer
Annual internal inspections of school facilities using forms approved by the Montana Department of Public Health & Human Services
Policy & procedures regarding the storage, administration, and lawful disposal of prescription, nonprescription, and over-the-counter medication
Monthly playground inspections using an approved safety checklist. Following the inspection, the inspection is posed for the public.
First Aid policies that include: 1) emergency phone numbers for parents or guardians, 2) procedures for accidents, injuries, or chronic disease exacerbations, and emergency coverage, including the presence of a person with a currently valid American Red Cross or American Heart Association CPR and first aid certification during school-sponsored activities, including field trips, athletic, and other off-campus events.
Safety data sheets used to track all cleaning supplies in the area where the cleaning supplies are located.
Approved district policy on how to safely clean up vomit, blood, and fecal matter including diarrhea.
A developed and implemented Integrated Pest Management Plan.

2. Please indicate any/all of the items listed below that your district would need to update, retrofit, or construct in order to be in compliance with the new rules.
Resources to seal your school building to outside air during poor air quality conditions.
Adequate, lockable, vented, and convenient janitorial facilities including a sink and storage area for equipment & chemicals.
Access to a private and secure room on campus for a student or staff member to express breast milk or breastfeed, other than a toilet room or sick room.
Hot water provided to hand washing sinks and shower facilities.
Changing the topography of the school site to permit good drainage of surface water away from the school building to eliminate significant areas of standing water and infiltration of surface water into the school building
First aid kits and AED's in accessible locations that are easily identifiable to staff and trained personnel.
"No Tobacco Use" signs for the hallways, entryway, gymnasium, lunchroom, and restroom.
Replacement or repair or the water supply system serving the school if it contains microbiological contaminants in excess of the maximum approved levels, or has water that exceeds the Maximum Contaminant Level (MCL) for other contaminants.
Development of a schematic inventory identifying plumbing materials, all fixture locations, and those fixtures meeting the definition of a HCF including the identification of lead service lines.
