Julie Murgel is the Chief Operating Officer for the Montana Office of Public Instruction. Julie leads the operations for the educational programs within the Student Support Services, School Innovation and Improvement, and the Teaching and Learning Departments. A key responsibility for Julie is assisting the Superintendent in planning, budgeting, administrative management, policy development, drafting legislation, personnel management, communications management, and coordination, for the activities of the agency. She uses a data-driven approach to guide her work and has a passion for innovation and cultivating leadership and empowerment in others.

Since graduating from Carroll College in 1993 with a bachelor’s degree in education, Julie has dedicated her professional life to educating children for over 25 years. She earned her Maters of Arts degree in Education with an emphasis on Curriculum and Instruction in 1999 from Regis University and a Doctor of Philosophy in Educational Administration and Policy Studies from the University of Denver in 2011.

In June 2018, Julie retired from Denver Public Schools and moved to Helena with her family, husband Ryan, and daughters Emily and Jordan. She was born and raised in Anaconda, Montana and is the youngest of five children. It was a dream come true for the family to be back where their family roots run deep and simply home. In her role as the Chief of Operations, she continues to strive toward exceptional learning opportunities for all Montana students.

Katie Felde is the new Administrative Assistant for the Student Support Services. Katie will be working on-site in the 1300 building. She recently graduated from Southern New Hampshire University's online marketing degree program, and hopes to apply her knowledge and skills to become a valuable member of OPI's team of professionals. Growing up, Katie attended Helena public schools, and her experiences throughout her educational journey fuel her passion for supporting Montana schools and students. Outside of the office, she enjoys kayaking, reading, and hiking with her two rescue dogs.

 The Student Support Services staff work in collaboration with schools, families, service agencies and staff from across the OPI to improve educational outcomes for all students through supports and general supervision of educational programs for students. Our staff is skilled and knowledgeable in early childhood education, supports for high-ability/high-achieving students, and supports and services for students with diverse learning needs.
