Administrator Housing Allowance

Question:

Can the district rent a dwelling for an administrator in order to be in close proximity to the school campus?  If so, is the rental amount to be included in the gross salary and therefore included in the retirement benefits calculation?  Is there a special code different from that of an on-campus housing?

Answer:

Montana school districts may rent a dwelling for a superintendnet or other school employee.  Whether the benefit is taxable or reportable as earned compensation depends on the tax or retirement system.  Circular E, Employers' Tax Guide (IRS Publication 15):  Lodging that is provided as part of the employee's compensation is subject to income tax withholding and social security, Medicare, and FUTA taxes.  For a definite answer, contact an IRS regional local government specialist at (406) 761-1825.  Per the Teacher's Retirement System (TRS) handbook:  Non-cash benefits are not reportable to TRS as earned compensation.
