A SYSTEM refers to a coalition of two separate districts - elementary and a high school district - governed by the same board. If these two districts apply as a system, they submit only one application. One district is the prime applicant and the other is the member district. An example is Helena Elementary and Helena High School who are two separate districts who applied together for current year NCLB funds. Helena Elementary, the fiscal agent, was the prime applicant and the Helena HS was the member district. An INDEPENDENT is one district applying alone. Examples are K-12, K-8, and K-6 districts. Another example is Missoula Elementary and Missoula High School districts which applied separately for NCLB funds in the current year. Missoula had a choice of applying with two applications (two independent applications) or as a system with one application for both and they applied separately this year. A CONSORTIUM consists of several unrelated districts banding together for the common good. In that case, one is the prime applicant and the others are consortium members. Examples of NCLB programs that have consortia of unrelated districts acting together are Titles IID, III and IV.Related Articles
