Our District has a very high percentage of students who qualify for the free and reduced lunch program. Why doesn’t the district qualify for the Rural and Low-Income program?“Low Income” for purposes of eligibility for the Rural Low Income program is not defined by the number of children on free and reduced lunches. The poverty rate is determined by census data collected by the National Center for Education Statistics (NCES). The income of your community members may not be reflected in your school. A community with a high population of higher income retirees with no school age children, for example, could explain why the district does not meet the qualification for the RLIS program.
