How is eligibility determined for ESEA Title VI programs?

1. To be eligible for the SRSA program, districts must have: • an average daily attendance of 600 students or less and • be located in a National Center for Educational Statistics (NCES) locale code of 7 or 8 or be located in a county with a population density of fewer that 10 people per square mile.

2. To qualify for the RLIS program, districts must have a child poverty rate of 20 percent or higher (determined by Census data) and be located in an area of the state classified by the NCES as having a locale code of 6, 7, or 8. The LEA also is NOT eligible for the SRSA program.

3. The criteria for qualifying for General Transferability provisions of Title VI are ineligibility for the SRSA program.
